Intervenção Humanitária na Líbia: Uma Perspetiva Pós-Colonial

Abstract

A presente investigação focar-se-á na crítica pós-colonial das intervenções humanitárias, com enfoque no caso da Líbia. Procura-se demonstrar como a teoria pós-colonial permite compreender a contradição entre a retórica liberal humanitária e as modalidades concretas das intervenções. A presente tese vai combinar a análise de estudo de caso único com a análise de narrativas e de discurso e encontra-se estruturada em três partes. Numa primeira fase será feita uma revisão da perspetiva liberal bem como das teorias pós-coloniais focando, em particular, na forma como estas interpretam as intervenções humanitárias. Numa segunda fase vou analisar e explorar como os pressupostos das teorias pós-coloniais podem explicar o caso concreto da intervenção na Líbia. Por fim, são apresentadas as contra-narrativas da intervenção. Com base na investigação foi possível concluir que as intervenções humanitárias refletem a persistência de uma visão colonizadora do Ocidente e a forma como este continua a representar o Sul Global. - Humanitarian Intervention in Libya: A Post-Colonial Perspective; Abstract:This research will focus on the post-colonial critique of humanitarian interventions, with emphasis on the case of Libya. It aims to demonstrate how post-colonial theory understands a contradiction between the liberal humanitarian rhetoric and the actual modalities of intervention. This thesis will combine a single-case study analysis with narrative and discourse analysis and is structured in three parts. The first phase will review the liberal perspective on interventions as well as post-colonial theories, focusing on how these interpret humanitarian interventions. In the second phase, I will analyse and explore how the assumptions of post-colonial theories can explain the specific case of the intervention in Libya. Finally, the counter-narratives of the intervention will be presented. Based on the research conducted, it is possible to conclude that humanitarian interventions reflects the persistence of a colonizing vision of the West and the way in which it continues to represent the Global South.
