A região Alentejo e o futuro. Um estudo prospectivo no horizonte de 2050

Abstract

Território com um património cultural e natural vasto, heterogéneo nas paisagens e nas suas gentes, a região Alentejo está atualmente sujeita a uma necessidade crescente de adaptação aos fenómenos de alterações climáticas, que poderão condicionar no futuro a qualidade de vida das populações. Os dados atuais sublinham que o Alentejo é um dos territórios de Portugal mais vulnerável a eventos extremos de natureza climática, contexto que poderá ser inflacionado, ou não, de acordo com a políticas e modelos de desenvolvimento que ao longo dos tempos têm sido adotados para esta região. Colaborar para o planeamento estratégico de modelos de desenvolvimento sustentáveis, que otimizem a melhor relação das populações com o meio ambiente e com as suas atividades, quer económicas, quer sociais e culturais, foi a principal motivação para a elaboração do presente estudo. No âmbito da Sociologia Prospetiva e da metodologia da Escola Francesa de Prospetiva de Michael Godet, pretendeu-se contribuir para a antecipação de cenários para este território no horizonte de 2050, e avaliar a probabilidade de determinados conjuntos de acontecimentos ocorrerem, segundo a opinião de especialistas/peritos em diversas áreas identificadas como significativas na dinâmica do sistema Região Alentejo. A caracterização e pesquisa retrospetiva e atual do sistema Região Alentejo, permitiu registar as problemáticas e as tendências mais representativas na dinâmica do território e os seus principais fatores de mudança. Estes momentos de análise, juntamente com as entrevistas exploratórias, foram decisivos para a construção do Questionário Prospetivo, distribuído aos especialistas para a sua colaboração na seleção e avaliação probabilística das hipóteses de cenarização, no âmbito do método SMIC-PROB-EXPERT. Os dados obtidos, após a consulta aos especialistas, que constituíram a amostra, revelaram que o futuro da região Alentejo está em construção, a sua tendência, a sua evolução não está determinada e pode seguir caminhos que não materializam as melhores intenções de sustentabilidade que o território requer e urge consolidar; The Alentejo Region and the future. Abstract: Territory with a vast cultural and natural heritage, heterogeneous in its landscapes and its people, the Alentejo region is currently subject to a growing need to adapt to climate change phenomena, which may condition the quality of life of the population in the future. Current data underline that the Alentejo is one of the most vulnerable territories in Portugal to extreme weather events, a context that may or may not be inflated, according to the policies and development models that over time have been adopted for this area. region. Collaborating towards the strategic planning of sustainable development models, which optimize the best relationship between populations and the environment and their activities, whether economic, social or cultural, was the main motivation for preparing this study. Within the scope of Prospective Sociology and the methodology of Michael Godet's French School of Prospective, it was intended to contribute to the anticipation of scenarios for this territory in the horizon of 2050, and to assess the probability of certain sets of events occurring, according to the opinion of specialists /experts in several areas identified as significant in the dynamics of the Alentejo Region system. The characterization and retrospective and current research of the Alentejo Region system, allowed to register the most representative problems and trends in the dynamics of the territory and its main factors of change. These moments of analysis, together with the exploratory interviews, were decisive for the construction of the Prospective Questionnaire that was distributed to the specialists for their collaboration in the selection and probabilistic evaluation of the scenario hypotheses, within the scope of the SMIC-PROB-EXPERT method. The data obtained, after consulting the experts, who constituted the sample, revealed that the future of the Alentejo region is under construction, its trend, its evolution is not determined and may follow paths that do not materialize the best sustainability intentions that the territory requires and urgently consolidates.
