Montemor-O-Novo: recomendações para a salvaguarda e valorização da zona antiga

Abstract

A partir de um modelo que observa as condições de desenvolvimento de uma cidade, fez-se uma extrapolação para procurar comprovar que uma política de: recuperação e valorização integradas do património arquitectónico e paisagístico da cidade tem impactos significativos em todos os domínios que reflectem as condições de desenvolvimento do sistema urbano. Assim, pode concluir-se a necessidade urgente da implementação de medidas de conservação numa perspectiva integrada, no plano da cultura e património, como factores de desenvolvimento, com reflexo directo e indirecto na diversificação das actividades económicas, na preservação dos factores e testemunhos da identidade local e regional, na modernização do tecido urbano e na qualidade de vida. Apresentaram-se um conjunto de propostas de trabalho em que se sublinha o papel da administração local como fundamental na definição e direcção dos programas, a necessidade de responsabilização da administração central na definição de políticas e desenvolvimento de mecanismos eficazes de reabilitação do património, bem como o papel dos agentes sociais, económicos e culturais da cidade e do concelho, e das respectivas populações residentes, sem a participação efectiva dos quais uma politica de conservação integrada do núcleo antigo, ou de qualquer outro centro histórico, está condenada ao fracasso. A mobilização de vontades e recursos económicos de toda a comunidade é factor essencial para a defesa, reabilitação e valorização do conjunto urbano. Teve-se em conta que, qualquer intervenção no tecido edificado e humano do núcleo antigo, também não pode estar desligado de um trabalho consequente de planeamento e gestão de toda a cidade. - ABSTRACT: This dissertation focuses on a model that provides a framework for the development conditions of a city and aims at demonstrating that a policy of integrated preservation and rehabilitation of both the architectural and the natural heritage of the city has a significant impact on all areas that reflect the development conditions of the urban system. The implementation of integrated conservation measures aiming at the cultural and architectural heritage should, thus, be considered as an immediate need. As factors of development, they will have direct and indirect effects on the diversification of economic activities, the preservation of local and regional identity, the modernization of the urban fabric and on quality of life. The set of working proposals presented highlight the role played by the local authorities in the definition and management of programmes, the central government's responsibility to define and develop effective instruments for the rehabilitation of the built heritage, the role played by the social, cultural and economic agents of both the city and of the council and by their resident population. Without the active participation of those agents and of the inhabitants, any policy of integrated conservation to be carried out in this or in any other historie centre is doomed to fail. The entire community's will, motivation and economic resources, is essential for to protect, rehab and upgrade the urban environment. The community's will and the mobilization of their economic resources are of paramount importance to ensure the safeguard and rehabilitation of the urban environment It was also considered that any intervention in the built and human fabric of the ancient core, cannot be disengaged of a subsequent planning and management of the entire city. Furthermore, any intervention upon the built and the human environment of the city's historie core should be fully integrated into the subsequent planning and management of the whole city.
