A função informativa nos estabelecimentos de ensino secundário: a importância da informação Escola Secundária José Belchior Viegas (São Brás de Alportel

Abstract

O desenvolvimento da função informativa tem-se verificado muito importante ao nível organizacional, provocando profundas mudanças na eficiência e eficácia da organização, com repercussões no desempenho dos seus colaboradores e desenvolvimento organizacional. Nesta investigação pretende-se estudar a importância que a informação primária assume no desempenho do (s) /a (s) cargo (s) /função (ões) exercido (s) /a (s) pelos acores intervenientes, que asseguram as diferentes funções organizativas nos estabelecimentos de Ensino Secundário Público. Para concretizar este fim, a investigação desenvolve-se nos domínios da Organização, Estrutura, Estratégia e Funcionamento Organizacional, Informação, Sistema de Informação e Gestão da Informação, como quadro teórico de referência e de análise. Procedeu-se a uma abordagem sobre as características estruturais/organizacionais do estabelecimento de Ensino Secundário Público, como enquadramento para o estudo de caso. Para consolidar esta abordagem teórica, analisou-se a importância da função informativa, num caso concreto: Escola Secundaria José Belchior Viegas (São Brás de Alportel - Algarve). Para tal, utilizou-se como plataforma/base, a análise estrutural e funcional desta organização, para perceber a forma como se organiza/constitui e funciona/opera, partindo de seguida, para o estudo dos seus recursos informacionais onde se constatou que: A informação primária é considerada muito importante; A acessibilidade à informação primária é muito boa, e esta é disponibilizada com muita qualidade; As fontes de informação são utilizadas com muita frequência, apresentam uma boa qualidade de acesso, e disponibilizam a informação com muita qualidade; Os meios/formas/materiais de acesso à informação são utilizados com uma frequência razoável ou elevada; A ausência de formação no âmbito de facilitar o acesso tecnológico à informação, a falta de articulação entre as estruturas da Escola Secundária José Belchior Viegas, o elevado tempo para aceder à informação, e o acesso limitado à mesma, são fatores de acessibilidade à informação disponível que, originam de forma razoável ou elevada, problemas no desempenho das funções dos seus colaboradores; A redundância e o excesso de informação disponível, são fatores de qualidade da informação que originam muitos problemas na Escola Secundária José Belchior Viegas; A menor atualização/valorização/especialização do Professor, a falta de autonomia na resolução de problemas na Escola José Belchior Viegas, a falta de racionalização nos processos administrativos, a falta de comunicação entre os atores da Escola Secundária José Belchior Viegas, o excesso de tratamento manual da informação, a estagnação do estabelecimento escolar, a má imagem do serviço prestado, a menor dinamização da Escola Secundária José Belchior Viegas, e o elevado tempo a tomar decisões, são consequências de não ter a informação necessária atempadamente que originam muitos problemas na Escola Secundária José Belchior Viegas; A principal medida para colmatar as falhas de informação na Escola em causa, é a criação de uma base de dados, disponibilizada para a comunidade escolar através da Intranet Escolar, com a informação necessária para todos os seus atores intervenientes, proporcionando assim, uma plataforma que proporcione aumentar a eficiência e a eficácia do seu sistema de informação. Por motivos de opção de estudo e limitações de tempo, este trabalho não abordou informações pertinentes relacionadas com, por exemplo, meio envolvente, desempenho das disciplinas, ou características específicas dos diferentes colaboradores, que poderiam originar outras conclusões, optando-se assim, pelo estudo de informações primárias consideradas essenciais/fundamentais para o desempenho das funções dos colaboradores da Escola Secundária José Belchior Viegas. /ABSTRACT - The development of the informative function has been proved very importante at the organization level, causing deep changes in the efficiency and efficacy of theorganization, having repercussions in the role of their collaborators and organizational development. This research aims to study the importance that the primary information has in performance of the actors in their function(s)/duty (is), which assure the several different organizative functions within the Secondary Public Schools. In order to archive this, the research will develops over the organization, structure, strategy and organizational functioning, information, information system and management of the information, as a theoretical board of reference and analysis. In order to study it, we proceed by approaching over the structural/organizational characteristics of the Public Secondary School. To consolidate this theoretical approach, we analyzed the importance of the informative function, in a particular Secondary School: the José Belchior Viegas Secondary School (in São Brás de Alportel - Algarve). Therefore, it was made the functional and structural analysis of this School in order to understand how does it organize, compose and operate. Later we studied their informational resources and we concluded that: The primary information is considered very important; The accessibility to the primary information is very good and it is available offering a good quality; The sources of information are often used, they are easy to get and offer reliable information; The means/ways/materials of access to information are often used; The lack of information as a Way of turning easier the access to technologic information, the lack of bond between the structures of the school, the time that takes to access the information Witch is too much, and the limitated access to it are the factors of accessibility to the available information. These factors are responsible for many of the problems that collaborators find when they are performing their tasks; The redundancy and the excessive available information, are the factors of the quality of the information, which cause many of the problems in a School; The less actualization/valorization/specialization of the teacher, the lack of autonomy in solving the problems of the school, the lack of rationalization in the administrative processes, the lack of communication between the staff of a School, the excessive manual treatment of information, the stagnation of the School, the bad image given by their services, the less activity of the School and the excessive time that they take to made up their decisions, are the consequences for not having the information on time; The best Way to deal with these flaws of information in this particular School, is the creation of a database, which is available to all the School's Intranet, containing all the necessary information to satisfy all the intervening staff. This way the School’s efficiency and efficacy of their information system will increase. For reasons of studying and limitation of time, this work didn't approach information’s such as: the involving environment, the performance of the subjects, or the specific characteristics of the different collaborators, that could offer other conclusions. Therefore, I chose the study of the primary information’s Witch are considered very important for the performance of the collaborators functions of the José Belchior Viegas Secondary School.
