Abstract: | O presente estudo caracteriza os jovens agricultores na agricultura da UE, identifica os principais problemas que estes enfrentam durante e após a fase de instalação, e elabora propostas de política agrícola viáveis e coerentes com os objectivos da PAC. Os jovens agricultores da UE são um número cada vez mais reduzido, representando apenas 8% do total de gestores e proprietários agrícolas da UE. Os seus principais problemas situam-se ao nível da instalação (transmissão de propriedade e investimento) na actividade agrícola. As propostas apresentadas apontam para a necessidade de aperfeiçoar e harmonizar, dentro e entre países: as medidas estruturais de ajuda à instalação e ao investimento em articulação com a formação; as medidas de acompanhamento como a reforma antecipada quando ligada à instalação de jovens agricultores; as políticas de mercado, nomeadamente, na atribuição de direitos de produção. A nível nacional, é essencial facilitar o processo de transferência de propriedades agrícolas para os jovens, abolindo barreiras legislativas que regem a herança, os impostos e o arrendamento da terra, e, reforçar o seu apoio com base numa informação mais completa sobre a situação dos jovens agricultores. /*** Abstract - The present study characterise the situation of the young farmers in the EU agriculture, identify the main problems they face during and after the setting-up phase, and present agricultura) policy proposals, which are viable and correspond to the CAP objectives. The results show that the number of young farmers has been reduced over time and they represent only 8% of the total farm managers and owners in the EU. The young farmer’s main problems are linked to setting up (farm succession and investment) in agriculture. The proposals presented in the study intend to improve and harmonies, within and between countries, the: structural measures of installation and investment aid jointed to education; accompany measures like pre-retirement linked to the installation of young farmers; market measures, namely the distribution of production rights. At national level, it is essential to ease the transfer of farms to the young people, abolishing legislative barriers that role the inheritance, taxes and) and rent, and strength the support to the young farmers, based on a more complete information about its situation. |
