Estudo urbanístico para a área do Hospital Miguel Bombarda: contributos através da noção de heteroterapia

Abstract

Esta reflexão procura, perspectivando a elaboração de um plano pormenor para a área do Hospital Miguel Bombarda, analisar as alterações de usos de espaço urbano, através da consciencialização de uma noção de Heterotopia. Através deste conceito é possível explicar a relação do lugar HMB com a malha urbana em que se insere. Situado numa das principais colinas da cidade, surge de uma situação de enclave urbano, entre a estrutura urbana do século XIX e a estrutura urbana do século XVII. É hoje, esse `outro' lugar, isolado e segregado na malha urbana, antítese da cidade que o circunda. Esta heterotopia é posta em evidência e re-avaliada no âmbito do processo de revisão de um Plano Director Municipal que visa a alteração do seu uso. Demonstra-se que o HMB é de um lugar de compensação, devido às suas funções ecológicas e paisagísticas, e é um lugar que espelha e expõe a realidade que o envolve. Propõe-se, agora, perante os novos desafios do desenho da cidade em constante transformação do século XXI, que a revitalização daquele lugar seja concretizada com a consciência de que aquele lugar é uma heterotopia. Deste modo, vê-se premente, a necessidade deste tecido se manter revitalizado no tempo, sem perda de valor, e acompanhando de um modo mais orgânico o crescimento da cidade. Fazendo parte de um sistema semiológico global, que seja simultaneamente aberto e unificador; ### Abstract: This reflection starts with the elaboration, of a master plan to the area of Hospital Miguel Bombarda, and pretend to analyze the classification of urban space, through the idea of Heterotopia. Through this concept is possible to explain the relation between the place HMB and the urban tissue in which HMB is inserted. Placed in one of the principal hills of the city, arises as a urban 'break point', since it is between two different urban tissues, the urban structure from the 19th century and the one from the 17th century. Today it is this `other' place, isolated and segregated from the city, as is antitheses. In the process of revision of the Plano Director Municipal, the classification of this urban space is going to change, because their actual classification doesn't serve it propose anymore. The idea of heterotopia came to the discussion, because HMB is a place of ecological and landscape compensation, a place that exposes the reality that involved it. What this reflection propose, today, facing the new challenging of drawing a city of the 21st century in constant transformation, is that, that place should have the requalification and revitalization but with the notion of the existence of values that should be maintained in time. Values that define that space as a heterotopia, and that should follow in a more organic way the development of the city. Making part of global semiological system, simultaneously more opera and unifying.
