Segurança Aduaneira brasileira: o tráfico marítimo de cocaína no porto de Santos e o seu impacto para a Segurança Internacional

Abstract

Este trabalho tem como objetivo identificar as principais lacunas existentes na Segurança Aduaneira brasileira que comprometem a Segurança internacional e o tráfico de cocaína marítimo saindo do Porto de Santos, por se tratar do maior porto brasileiro e com um grande número de apreensões diárias, que em sua grande maioria são destinadas a portos europeus. Empregando a pesquisa onde o tema principal é a “Segurança Aduaneira brasileira: O tráfico marítimo de cocaína no porto de Santos e seu impacto na Segurança Internacional”, tendo em vista a atualidade e as dificuldades desse tema, esse trabalho foi desenvolvido com a necessidade de responder ao seguinte questionamento: Qual a relevância do tráfico marítimo de cocaína no porto de Santos e qual o seu impacto para a Segurança Internacional? Para coleta de dados foi realizado um estudo de caso na atuação do porto de Santos com relação ao combate ao tráfico de drogas, utilizando o modelo qualitativo através de bibliografias já existentes, relacionadas ao tema, para conhecer e compreender o contexto do debate atual em relação ao tráfico de drogas e o seu impacto à segurança internacional, Com base na análise empírica e de conteúdo, relacionados a acordos internacionais em combate ao tráfico de drogas, relatórios da Receita Federal, relatórios do serviço de inteligência do setor público e privado; BRAZILIAN CUSTOMS SECURITY: THE MARITIME TRAFFICKING OF COCAINE IN THE PORT OF SANTOS AND ITS IMPACT ON INTERNATIONAL SECURITY. ABSTRACT: This work aims to identify the main gaps in Brazilian Customs Security that compromise the international security and maritime cocaine trafficking out of the Port of Santos, because it is the largest Brazilian port and with a large number of daily seizures, which are mostly destined for European ports. Employing the research where the main theme is the "Brazilian Customs Security: The maritime traffic of cocaine in the port of Santos and its impact on International Security", having in mind the actuality and the difficulties of this theme, this work was developed with the necessity to answer the following question: What is the relevance of the maritime traffic of cocaine in the port of Santos and what is its impact on the International Security? For data collection a case study was conducted on the performance of the Port of Santos with respect to combating drug trafficking, using the qualitative model through existing bibliographies correlated to the theme, to know and understand the context of the current debate in relation to drug trafficking and its impact on international security, based on empirical and content analysis, related to international agreements on combating drug trafficking, reports of the Federal Revenue Service, reports of the intelligence service of the public and private sector.
