O processo de formulação, implementação e avaliação da política agrícola e de desenvolvimento rural em STP- Análise numa perspetiva da governança

Abstract

Com este estudo pretende-se identificar os mecanismos de formulação, implementação e avaliação da política agrícola para o desenvolvimento do setor em São Tomé e Príncipe, e perceber até que ponto o momento-chave do processo da política agrícola (formulação, implementação e avaliação), ocorreram segundo uma perspetiva de eficácia e eficiência e se foram tidos em conta as dimensões que suportam a sua governança, principalmente a participação das diferentes instituições e a observância das leis do país. O trabalho terá como o objetivo proceder a uma análise institucional das organizações responsáveis pela formulação, implementação e avaliação da política agrícola em S. Tomé, em particular do Ministério da Agricultura e Desenvolvimento Rural, por forma a que os resultados permitam dar pistas para melhorar a coordenação das políticas e as suas práticas e a promover a sua eficiência e eficácia. Para alcançar supracitados objetivos, foi utilizada uma metodologia de investigação qualitativa, com recolha de dados secundários e de dados primários (entrevistas e inquérito por questionário) que permitiram estabelecer a base teórica como suporte ao entendimento do exercício da governança e perceber o papel dos agentes e das instituições chaves com intervenção no processo, de formulação, implementação e avaliação da política agrícola, e qual o seu peso efetivo para a prossecução dos objetivos definidos. A estratégia de análise de dados teve caracter descritivo, fruto do levantamento bibliográfico, para estabelecer o quadro e as relações entre diferentes atores e variáveis, mas também de caráter exploratório, pois foi feito tratamento estatístico dos inquéritos por questionário. Os resultados por um lado, identificam as instituições, os atores pertinentes no processo, os sectores de atividade mais relevantes, a influência da falta de articulação nas instituições e agentes chaves, os constrangimentos que inviabilizam a eficácia e a ineficácia da política, além, de nos apresentar às principais medidas alternativas para alavancar a Política Agrícola de Desenvolvimento Rural; Abstract: This study aims to identify the mechanisms for the formulation, implementation and evaluation of agricultural policy for the development of the sector in São Tomé and Príncipe, and to understand the extent to which the key moment of the agricultural policy process (formulation, implementation and evaluation), took place from a perspective of effectiveness and efficiency and whether the dimensions that support its governance were taken into account, especially the participation of different institutions and compliance with the country's laws. The work will aim to carry out an institutional analysis of the organizations responsible for the formulation, implementation and evaluation of agricultural policy in S. Tomé, in particular the Ministry of Agriculture and Rural Development, so that the results provide clues to improve the coordinating policies and practices and promoting their efficiency and effectiveness. To achieve the aforementioned objectives, a qualitative research methodology was used, with collection of secondary data and primary data (interviews and questionnaire survey) that allowed establishing the theoretical basis to support the understanding of the exercise of governance and to understand the role of agents and of the key institutions that intervene in the process of formulating, implementing and evaluating the agricultural policy, and what is their effective weight in the pursuit of the defined objectives. The data analysis strategy was descriptive, as a result of a bibliographical survey, to establish the framework and relationships between different actors and variables, but also of an exploratory nature, as statistical treatment of the surveys was carried out. The results, on the one hand, identify the institutions, the relevant actors in the process, the most relevant sectors of activity, the influence of the lack of articulation in key institutions and agents, the constraints that make the effectiveness and inefficiency of the policy unfeasible, in addition to introduce us to the main alternative measures to leverage the Agricultural Policy for Rural Development.
