Comércio externo entre Portugal-Palop “Aplicação dos modelos gravitacional e VAR em painel”

Abstract

O estudo analisa o comércio externo entre Portugal e os PALOP, no período referente a 1980–2018. O objetivo principal, visa analisar o fluxo comercial gerado nas relações económicas entre Portugal e os Países Africanos de Língua Oficial Portuguesa. Pretende-se ainda, perceber a influência das políticas comerciais, dos choques nos mercados internacionais e a relevância da distância física & económica. Para o efeito, estimou-se dois modelos distintos, o modelo gravitacional (modelo estático) e um modelo VAR em painel (modelo dinâmico). Os resultados do modelo gravitacional, evidenciam como a política comercial afeta o volume do comércio externo, através da variável tarifa verifica-se um impacto negativo, motivado sobretudo pelo possível aumento das taxas alfandegárias nos produtos importados aos PALOP. A distância física apresenta um impacto positivo, sendo relevante para explicar os fluxos do comércio externo, realçando o comércio feito com Moçambique (naturalmente o país mais distante de Portugal nos PALOP). A distância económica no modelo é medida pelas variáveis, PIB real de Portugal e dos PALOP, estatísticamente significativa em nível de 5%, os resultados sugerem um impacto positivo de 0,0792% no volume comercial. Os resultados do modelo VAR em painel, através das Funções Impulso Resposta, os choques negativos no mercado internacional do petróleo provocam uma redução do volume comercial, com realce, para o comércio realizado na presença de Angola e a Guiné-Equatorial “coeteris paribus”, por outro lado, os resultados mostram um choque negativo no mercado cambial, por via da taxa de câmbio real efetiva, verifica-se um impacto negativo, motivado pela possível depreciação da moeda nos PALOP; PORTUGAL-PALOP FOREIGN TRADE "Application of the Gravity and VAR Models in Panel" Abstract: The study analyses the foreign trade between Portugal and the PALOP countries in the period 1980-2018. The main objective is to analyse the trade flow generated in the economic relations between Portugal and the Portuguese-speaking African Countries. It also aims to understand the influence of trade policies, shocks in international markets and the relevance of physical & economic distance. For that purpose, two different models were estimated, the gravity model (static model) and a panel VAR model (dynamic model). The results of the gravitational model, show how trade policy affects the volume of external trade, through the tariff variable there is a negative impact, mainly motivated by the possible increase in customs tariffs on products imported to the PALOP. Physical distance has a positive impact and is relevant to explain foreign trade flows, with emphasis on trade with Mozambique (naturally the most distant country from Portugal in the PALOP). Economic distance in the model is measured by the variables, real GDP of Portugal and the PALOP, statistically significant at the 5% level, the results suggest a positive impact of 0.0792% on trade volume. The results of the panel VAR model, through the Impulse Response Functions, the negative shocks in the international oil market cause a reduction in trade volume, with emphasis on the trade conducted in the presence of Angola and Equatorial Guinea "coeteris paribus", on the other hand, the results show a negative shock in the foreign exchange market, through the real effective exchange rate, there is a negative impact, motivated by the possible depreciation of the currency in the PALOP.
