Portugal no contexto da Península Ibérica: sua dependência hídrica, demografia e segurança

Abstract

Este trabalho visa analisar e entender o modo como a evolução dos parâmetros climatéricos, sobre a água doce poderá influenciar o território da Península Ibérica, em especial Portugal, os seus cidadãos e atividades, atendendo à extensão do citado território, padrões demográficos, relacionado ainda tais variáveis com as questões securitárias. Procura ainda enquadrar Portugal e Espanha no âmbito da União Europeia, atendendo à impossibilidade de desconectar realidades tão próximas em termos geográficos, culturais, políticos, legislativos, bem como das normais relações de poder entre os inúmeros atores envolvidos. As especiais particularidades do tempo que vivemos, demonstra igualmente a profunda relação entre os fatores económicos, sociais, demográficos e securitários, sendo que a mera destabilização de um desses fatores, é suficiente para pôr a nu as diversas fragilidades de qualquer estado, tal como a recente crise económica veio comprovar. Neste campo e no que diz respeito ao acesso aos recursos hídricos, Portugal pela sua posição a jusante vê-se severamente dependente das políticas, práticas e dos condicionalismos climatéricos que venham a afetar a Espanha. Portugal pelas suas características e atendendo à sua incapacidade de responder a tempo com políticas estruturantes a longo prazo, tem visto a sua população sofrer estatisticamente um processo de envelhecimento preocupante, principalmente atendendo a uma baixa taxa de fertilidade, o que compromete a sustentabilidade da população, da economia, do estado e da própria segurança do mesmo. Procura-se deste modo determinar o grau de relação entre estas variáveis, os eventuais mecanismos de resolução da gestão dos recursos hídricos entre Portugal e Espanha, identificando os principais pontos de conflito e abrangência das implicações que dai poderão advir, com vista a propor mecanismos e politicas que permitam antecipar certos acontecimentos que decerto num futuro próximo irão ocorrer; Portugal in the context of the Iberian Peninsula: its water dependence, demography and security Abstract: This paper aims to analyze and understand how the evolution of climatic parameters on the fresh water may influence the territory of the Iberian Peninsula, in particular Portugal, its citizens and activities, given the length of the said territory, demographic patterns, relating such variables with security and defense issues. It also seeks to frame Portugal and Spain within the European Union, given the inability to disconnect so close realities in terms of geographically, cultural, political and legislative issues, as well as the normal relations of power among the numerous actors involved. The particular times in which we live, also demonstrates the deep relationship between economic, social, demographic, security issues and the mere destabilization of one of these factors, it is enough to lay bare the various weaknesses of any state, as the recent economic crisis has prove. In this field and with regard to access to water, Portugal for its downstream position is seen severely dependent on the policies, practices but also the climatic constraints that may affect Spain. Portugal for its own characteristics and his inability to respond in time with long-term structural policies, has seen is population suffer a worrying aging process, given a low fertility rate, which compromises the sustainability of the population, the economy, the state and the security of the nation. It seeks to thereby determine the degree of relationship between these variables, the management resolution mechanisms of water resources between Portugal and Spain, identifying the main points of conflict and the implications that may arise there from, proposing mechanisms and policies that allow anticipate certain events that certainly in the near future will occur.
