Abstract: Desde 1940 que o CHE tem vindo a registar um decréscimo na sua população residente. Este fenómeno sócio - demográfico acentuou-se nas últimas décadas do século passado, facto que tem causado alguma preocupação junto das entidades locais nomeadamente da CME. Foram entretanto realizados alguns estudos e reflexões sobre a situação e foram colocadas em prática algumas medidas com vista à alteração do sentido progressivo do problema. Pese embora tais esforços, de âmbito local e nacional, a realidade actual demonstra que os efeitos práticos dessas medidas não resultaram, e como tal o problema não só se mantém como se agrava dia após dia. Foi esta constatação, aliada à actividade profissional que desempenho, que motivou o desenvolvimento da presente dissertação. Trata-se de uma investigação de natureza eminentemente qualitativa, sob a forma de estudo de caso do tipo descritivo, subordinada ao tema " Desvitalização do Espaço Urbano - O Caso do Centro Histórico de Évora". Pretende-se perceber e descrever como interagem os grupos sociais mais directamente envolvidos, por forma a caracterizar o fenómeno, identificar causas e consequências e se possível sinalizar os principais responsáveis. Para além disso, fazem também parte dos objectivos, analisar os efeitos produzidos através da aplicação dos programas de recuperação habitacional e conseguir apresentar algumas sugestões ou propostas para intervenção futura. A desvitalização do CHE é um fenómeno social tão evidente quanto complexo. Nestas circunstâncias, optou-se por tomar como referências teóricas em termos metodológicos, a análise sistémica e holista, numa perspectiva de investigação/acção. O instrumento privilegiado de recolha de informação foi a entrevista semi estruturada, sobre a qual incidiu posteriormente uma análise de conteúdo categoria) ou temática. As unidades de análise foram seleccionadas por conveniência de acordo com os objectivos e atendendo ao universo em estudo, por forma a abordar os principais intervenientes no processo (inquilinos proprietários e funcionários das entidades com competências na matéria). Do cruzamento da informação pode concluir-se que o problema é facilmente perceptível, mas de difícil resolução. Não resulta de uma causa isolada, mas sim de um conjunto de causas, todas elas com um determinado "peso" em todo o processo. De entre estas, destacam-se as questões relacionadas com os problemas habitacionais (falta de condições, obras, rendas, etc.) e também as relacionadas com o normal evoluir das sociedades, tais como o aumento do trânsito, as novas dinâmicas da vivência nas cidades e sobretudo as relacionadas com a expansão dos serviços da UE que provocou um aumento significativo do número de estudantes no CHE que por sua vez se reflectiu de forma acentuada no mercado de arrendamento local. As consequências mais evidentes são o abandono dos residentes, o envelhecimento demográfico acentuado, a degradação da qualidade de vida e a descaracterização do local com a quebra acentuada nas relações de vizinhança. Também aumentam os conflitos e pressões na relação proprietário/inquilino, nas quais está subjacente a lógica economicista de obtenção do máximo lucro com perda significativa dos valores morais e éticos que pautavam as relações humanas neste local. Desta dinâmica resultam situações de exclusão e segregação social na medida em que são condicionados os locais de residência em função das capacidades ou incapacidades financeiras dos agregados familiares. Regista-se também um crescente sentimento de insegurança e insatisfação por parte dos moradores de gerações mais antigas em face das novas condutas sociais protagonizadas pelos mais jovens (bares, discotecas, actividades nocturnas de lazer). Em termos de responsabilidades, elas encontram-se repartidas pelos diferentes subsistemas envolvidos. No entanto, o Governo e as entidades locais, principalmente a CME, surgem em lugar de destaque. Resta dizer que em termos estruturais a dissertação está dividida em quatro capítulos, destinando-se o primeiro à introdução onde são relatados os conhecimentos sobre o objecto de estudo, motivações pela opção entre outros, o segundo destinado exclusivamente à metodologia, o terceiro sobre o enquadramento teórico e o quarto para registo dos resultados, conclusões e sugestões para intervenção futura. /*** Abstract - Since 1940, Évora's historical center has noticed a decrease on its residential population. This social and demographical phenomenon has increased in the last decades of last century, a fact that has been worrying the local institutions, namely Évoras's city council. In the meantime, some studies and reflections concerning the situation have been made, as well as it were taken some moves in order to reverse the problem's tendency. Although those local and national efforts, the actual reality shows that those moves had no practical results, and so the problem not only persists but it is also increasing day after day. The reasons that induced me to make this written essay were not only the evidence of the available facts but also the job I have at the moment. lt is a highly qualitative investigation, based on a case study, subordinated to the following theme: "Devitalization of the urban space - Evora's historical center case". The main goal is to understand and describe how the social groups directly involved interact with each other, in order to characterize the phenomenon, identify the causes and the consequences and, if possible, to mark the most responsible ones. Resides that, to analyse the effects produced throughout specific programmes, to recover the inhabitants and show some suggestions or proposes for a future, intervention, are also very important goals. The devitalisation of Evora's historical centre is a social phenomenon witch is as evident as complex. Under these circumstances, the theorical references taken in methodological terms, were the systemic and holistic analysis, following an investigation's perspective. The open and the semi structured interview, were the chosen instruments to gather the data (life stories) on which it was made an analysis of categorical or thematic content. The unities of analysis were selected in accordance with the goals, considering as well the target universe, in order to approach the main figurants of the process (lodgers, owners and employees of the official institutes). By crossing the information it can be concluded that the problem is easily perceptible, but difficult to resolve. This doesn't result of an isolated cause, but from an amount of causes, each of them with a certain importance in the entire process. Among those, we can put in evidence the questions related to the habitational problems (lack of conditions, repairs, rents, etc.) and also the ones related to the normal evolution of the societies, such as the traffic's increase, the new lifestyle of the cities and mainly the ones related with E.U. services expansion, that caused a significant raise in the students' number inside Evora's historical center, which turned into the local rental market. The most evident consequences are the inhabitants' exodus, the increased demographical aging, the degradation of life's quality and the loss of the local characteristics due to the decreasing of the neighborhood relations. The conflicts and the tensions between the owners/lodgers are also increasing, due to the market logic whose main goal is to achieve the highest profit with the significant loss of the moral and ethic values that ruled the human relations in this place. Of this dynamics result exclusion situations and social segregation since the residence places are conditioned by the family's financial abilities or disabilities. There is also an increasing feeling of insecurity and unhappiness by the residence of older generations facing the recent social behaviors of young people (Bars, Discos, Night activities). In terms of responsibilities, they spread through several involved subsystems. Nevertheless, the Government and the local Institutes, mostly Évora's City Council get a distinguished place. It is still important to say that in structural terms, this essay is divided into four chapters, being the first the introduction, where the facts concerning the case study are related, motivations for the choice among others, the second one is exclusively dedicated to the methodology, the third is about the theorical context and the fourth is to mark the results, conclusions and suggestions for a future intervention.
