A paragem da mina e suas consequências no futuro do Concelho de Aljustrel: a problemática do desenvolvimento num concelho mineiro

Abstract

As minas de Aljustrel assistiram, no final da década de 80, ao desenvolvimento de um novo projecto denominado PPC. Contudo, este desenvolvimento foi pouco duradouro, pois logo no início da década de 90 instalou-se uma crise nas minas de Aljustrel, que conduziu a empresa Pirites Alentejanas, SA à beira da falência. Devido à crise que afectou o sector mineiro, e que conduziu à suspensão da exploração das minas, o concelho de Aljustrel viu-se igualmente confrontado corri uma crise, dado que a exploração mineira era, desde sempre, a principal actividade económica do concelho. Foi esta situação que suscitou o interesse por uma investigação sobre o tema "A paragem da mina e o futuro do concelho de Aljustrel: a problemática do desenvolvimento num concelho mineiro". Apresentam-se como objectivos gerais deste trabalho: i) identificar os impactos dessa crise, a nível social, no concelho de Aljustrel, contando para isso com a preciosa colaboração de informantes-chave, ii) analisar a opinião dos jovens sobre a crise que se instalou no concelho e identificar as suas intenções em relação ao futuro, iii) com base na informação recolhida através do inquérito por questionário aplicado aos informantes-chave e do inquérito por questionário aplicado aos estudantes do 10% IV e 12% traçar os cenários possíveis para o concelho de Aljustrel, nos próximos dez anos. Para concretização dos objectivos apresentados, recorreu-se a várias técnicas de recolha de dados, como a pesquisa documental, o inquérito por questionário, observação participante natural. Para a análise dos dados recolhidos recorreu-se à análise documental, análise quantitativa e análise de conteúdo. Recorreu-se ainda ao método dos cenários, com o objectivo de traçar os cenários possíveis para o concelho de Aljustrel, nos próximos dez anos. A análise dos dados recolhidos permite-nos concluir que: com a suspensão da exploração da mina surgiram, no concelho de Aljustrel, problemas em áreas como: o desemprego, nível de vida e qualidade de vida da população, no comércio local, na própria tradição mineira do concelho e nos hábitos da população, bem como na vida social e familiar; verificou-se, igualmente que, associada à crise, teve lugar uma diminuição da população residente no concelho; é provável que o futuro do concelho se baseie no turismo de património e na agricultura de regadio; e importa criar oportunidades alternativas de emprego para os jovens, de modo a permitir a sua fixação no concelho. Os dados apontam assim para a necessidade de definição de um modelo de desenvolvimento e para a tomada de medidas tendentes à fixação da população, principalmente dos jovens, que representam a próxima geração de população activa. A presente dissertação encontra-se estruturada da seguinte forma: tem início com as Questões Introdutórias que contempla a Nota Introdutória e as Opções Metodológicas, e seguem-se três partes, sendo que cada parte está dividida em capítulos. A Parte I divide-se em dois capítulos. O Capítulo I corresponde ao Enquadramento teórico-conceptual e o Capítulo II ao Estado da Arte. /***Abstract - The Aljustrel mines attended, in the and of the 80's, to the development of a new project denominated PPC. However, this development was little durable, because in the beginning of the 90's it settled a crisis in the Aljustrel mines that drove the company Pirites Alentejanas, S.A. to the edge of the bankruptcy. Due to the crisis that affected the mining sector, and that leaded it to the suspension of the mines exploration, Aljustrel saw itself equally confronted with a crisis. The mining exploration was, from always, the main economic activity of Aljustrel, then the theme of this work "the mine crisis and the Aljustrel's future". This crisis had impacts in several areas. The general intention of this work is: i) to identify the impacts of that crisis, at social level, in Aljustrel, counting for that with the precious informer-key collaboration, ii) to analyze the youths' opinion on the crisis that settled in Aljustrel, and to identify their intentions about the future, iii) with base in the information collected through the inquiry by questionnaire applied to the informer-key and of the inquiry by questionnaire applied to the students of the l0th, I lth and 12th, draw the possible sceneries for Aljustrel, in the next ten years. For materialization of the presented intentions, it was fallen back upon several, techniques of data collects, as the documental research, the inquiry by questionnaire, natural participant observation. For the analysis of the collected data it was fallen back upon the documental analysis, quantitative analysis and content analysis. It was fallen back upon also the sceneries method with intend of drawing the possible sceneries for Aljustrel in the next ten years. The analysis of the collected data allows to conclude that: - with the suspension of the mines exploration appeared, in Aljustrel, problem in areas as: unemployment, standard of living and population quality of life, local trade, in the Aljustrel own mining tradition and in the population habits, as well as in the social and family life; it was verified, equally, a decrease of the resident population in Aljustrel; it's probable that the future of Aljustrel bases on the patrimonial tourism and in the watering agriculture; and it import to create job opportunities for the youths to allow their fixation in Aljustrel. The data appear like this for the need of define a development modal and for the socket of measures that lead to the population fixation, mainly of the youths, because they represent the next generation of active population. The present dissertation is structured in the following way: it has begun with the Introductory Subjects that contemplates the Introduction and the Methodological Options, and three parts are preceded, and each part is divided in chapters. The Part I becomes separated in two chapters. The Chapter I correspond to the Theories and Concepts, and the Chapter II to the State of the Art. The Part II also contemplates two chapters, the Chapter I respects to the Aljustrel characterization and the Chapter 11 the mining activity in Aljustrel. In the Part 111 are given to know the obtained results, and it send for the perspectives of the informer-key (Chapter I), for the results of the inquiries by questionnaire applied to the students of the 10 th, 11 th and 12th year of the High school of Aljustrel.
