Estratégia e gestão da informação em universidades públicas

Abstract

Para além da existência de diversas publicações e normativos relacionados com a Qualidade no Ensino Superior, parece verificar-se actualmente uma tendência irreversível para a contratualização efectiva de Planos de Desenvolvimento, apresentados pelas Universidades Públicas ao Ministério da Educação, em torno de vectores estratégicos definidos e assumidos para cada Universidade. Essa foi uma das motivações que nos levou a desenvolver a dissertação sob o tema - Estratégia e Gestão da Informação em Universidades Públicas - Esta tendência levou-nos igualmente a realçar a importância do recurso Informação, definindo para objectivo geral do estudo - verificar se a existência e circulação da informação, decorre ou influencia a estratégia e, através dela, a promoção da imagem e da capacidade negocial da Universidade junto dos principais decisores (vidé 1.2). Enquadrado no objectivo geral do estudo, o problema consubstancia-se nas principais questões de investigação colocadas (vidé 1.4). Para obter elementos para a análise, elaborámos entrevistas, que são o suporte empírico da investigação agora apresentada. A revisão de literatura efectuada no Capítulo III incide sobre os conceitos fundamentais que atravessam toda a análise: - Estratégia; Informação; - Decisão. Da análise efectuada ao resultado transcrito das entrevistas, ressalta a importância de uma reflexão conjunta, que permita o surgir de futuras propostas concretas de actuação futura. Foram também levantados alguns vectores estratégicos, que são um contributo para a reflexão sobre a estratégia em Universidades públicas. Em síntese, este trabalho pode também contribuir para realçar a importância de as Universidades desenvolverem acções de índole estratégica, evidenciando assim e informando outras Universidades e a comunidade em geral, de quais as actividades que consubstanciam essa estratégia, bem como dos objectivos que perseguem. ### -Abstract - Besides several existing publications and guidelines related with quality in Higher Education, it seems there is nowadays an irreversible trend to the effective contractualization of development Plans presented to the Ministery of Education by Public Universities, around strategic vectors defined and assumed for each University. This was one of the motivations which led us to develop this dissertation about the subject - Strategy and management of the information in public Universities. Such a realization led us to emphasize the importance of the Information resource, defining as the general aim of the study: checking wheter the existence and circulation of the information, result from or influence the strategy and, through it, the promotion of the image and the bargaining power of the University towards the main decision-makers (cf. Section 1.2). Framed by the general aim of the study, the problem unfolds in the main research questions raised (cf. Section 1.4). The data analysed in this thesis are based on interviews, which are the empirical support of the presented research. The literature review carried out in Chapter III is focused on the basic concepts that are present throughout the analysis: Strategy; - Information; Decision. Analysing the transcribed interviews, we realized the importance of the joint reflection aimed at rising real proposals for future action. Some strategic vectors were also raised, which are a contribution to reflecting about the strategy in public Universities. In synthesis, this work can also contribute to underline the importance of Universities developing actions of strategic nature. In so doing, it stresses which activities bring about such strategy, as well as the aimed goals, and informing other Universities and the community in general.
