Abstract: | A produção de conhecimento e o nível de inovação das economias, avaliadas
à escala nacional, cada vez mais representam estratégias para se
alcançarem patamares desejáveis de desenvolvimento. O número de
patentes registadas na E.P.O. (European Patent Office) tem sido amplamente
utilizado na literatura para medir a produção de conhecimento e o nível de
inovação das economias. Neste trabalho foi analisado, ao nível das 34
economias da OCDE mais 6 parceiras, nos períodos 2000-2010 e 2000-
2008/2008-2010 (antes e após a crise económica), o efeito combinado da
qualidade da governança, das despesas em atividades de pesquisa e de
desenvolvimento, da abertura aos mercados de capital e da captação de
recursos humanos qualificados, no comportamento fronteira do número de
patentes registadas. A regressão fronteira permitiu concluir que as despesas
em pesquisa e desenvolvimento têm uma elevada importância no que toca ao
número de registos de patentes que são feitas por país, que os
investigadores influenciam o comportamento dos subgrupos dos países da
OCDE. A crise de 2008 fez com que o progresso tecnológico deixa-se de ter
uma importância tão acentuada na produção de patentes; Abstract:
Stochastic Frontier Production of Knowledge: Innovation and
Sustainable Development
The production of knowledge and the level of innovation in the economies,
evaluated at national level, increasingly represent strategies to achieve
desirable levels of development. The number of patents registered in E.P.O.
(European Patent Office) had been widely used in the literature to measure
the production of knowledge and the level of innovation in the economies.
This work analyses, with the 34 OECD economies 6 more partners, in the
periods of 2000-2010 and 2000-2008/2008-2010 (before and after the
economic crisis), the combined effect of the quality of governance,
expenditure on research and development activities, openness to capital
markets and attracting qualified human resources in the number of registered
patents behavior. Regression frontier showed that expenditures on research
and development have a high importance in terms of the number of patent
applications that are registered in each country, the researchers influence the
behavior of the subgroups of the OECD countries. The crisis of 2008 has
made the technological progress ceases to have such a marked importance in
the production of patentes. |
