Territorialização e descentralização: projetos municipais de combate ao abandono e insucesso escolar

Abstract

Esta tese de doutoramento pretende conhecer um Projeto Municipal de Combate ao Abandono e Insucesso Escolar no âmbito da descentralização e territorialização das políticas educativas. Este Projeto Municipal, desenhado pela Autarquia e apresentado a financiamento ao Fundo Social Europeu, foi implementado num Agrupamento de Escolas do concelho. A tese pretende descrever as dinâmicas estabelecidas entre estes dois atores locais, nomeadamente ao nível da elaboração e implementação do Projeto, numa perspetiva de territorialização e descentralização das políticas. Após a definição das questões de investigação, procedeu-se ao desenho do processo que permitiu dar-lhes resposta. Depois de uma revisão da literatura que possibilitou a compreensão do estado da arte em termos de enquadramento teórico, teve lugar a recolha de dados, através de entrevistas semiestruturadas e análise documental. Seguiu-se a organização da informação recolhida, a partir da qual emergiram as evidências que permitiram dar resposta às questões de investigação. Os dados recolhidos evidenciam a existência de processos de construção de políticas locais de educação: em função do diagnóstico realizado, os atores locais concertaram atuações, definiram a estratégia, mobilizaram os recursos necessários, recorrendo a fundos europeus, utilizaram mecanismos de regulação, o que permitiu adaptar e corrigir trajetórias ao longo do tempo. Esta construção local foi possível, num contexto de descentralização e territorialização, que permitiu a construção de políticas numa perspetiva bottom-up; - Territorialization and decentralization: Municipal Project against school dropout and failure ABSTRACT: This doctoral thesis aims to learn about a Municipal Project Against School Dropout and Failure in the context of the decentralization and territorialization of education policies. This municipal project, designed by the local authority and submitted for funding to the European Social Fund, was implemented in a school group in the municipality. The thesis seeks to describe the dynamics established between these two local actors, particularly in terms of the design and implementation of the project, from a perspective of territorialisation and decentralization of policies. Once the research questions had been defined, the process to answer them was designed. After reviewing the literature to understand the state of the art in terms of theoretical framework, data was collected through semi-structured interviews and document analysis. This was followed by the organization of the information gathered, from which evidence emerged and that enabled the research questions to be answered. The data collected shows the existence of processes to build local education policies: based on the diagnosis made, the local players agreed on actions, defined the strategy, mobilized the required resources, resorted to European funds, used regulatory mechanisms, which made it possible to adapt and correct trajectories over time. This local construction was possible in a context of decentralization and territorialization, which allowed for the construction of policies from a bottom-up perspective.
