A presente tese reflete uma investigação acerca da possibilidade de se estabelecer um governo único e mundial no respeito pelos Direitos Humanos, assente numa estrutura estável, e com a sua função delineada sob uma aceitação internacional e unânime. Descrevem-se os contornos de um governo mundial com projeção para o panorama global à escala planetária enquanto universo para a sua aplicabalidade. Dada a necessidade de recursos com movimentação obrigatória de milhares de pessoas, pela força, mais facilmente se impunha uma aproximação totalitarista para conceber um governo mundial, o que em termos práticos parece revelar-se uma utopia. Face às relações internacionais, a rota para a governação mundial, ganha terreno, com maior credibilidade, colocando-se no contexto inevitável da globalização, onde as interdependências mundiais, fazem-se sentir pelas relações quer individuais, quer organizacionais.
